What I love about DS9 was how much darker and grittier it got than TNG. Humans in the future like to pretend they are more evolved and more sensible. But that’s only the advanced culture they live in. When things get rough enough, we’re just as violent, if not worse, as the Klingons or Romulans. Quark’s wise enough to see that.

Seems like a good argument for Constitutional monarchy or classical liberalism. Maybe there needs to be rules to prevent too much wealth hoarding and monopolies? Maybe a Minarchy could do the same. Total Anarchy is guaranteed to lead to oppression and violence towards some by others. There needs to be a balance between anarchist tyranny and government tyranny. Minarchy seems to be the best in between so far.

Wonderful little added moment that reveals so much of what Edmond has endured: He touches the chair and gestures to the Abbe with a "May I?" expression. Abbe's shrug answers: "Sure, go ahead." Then, Edmond's pleasure and relief at being able to sit properly after so long, and Abbe's chuckle of amusement. A wonderful and revealing moment, with no dialogue needed.

I think what Quark is getting at is this. Ferengi are better because their honest to their own nature an who they are even their bad triats greed slavery ect. Federation and humans aren't because they keep justifying an rationalizing thrir bad acts while at same time, moralizing their better when their records an actions speak for itself. They simply don't own up to the bad parts plainly.
